The approval emphasizes that the construction of the experimental zone should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third and Fourth Plenary Sessions of the 19th Central Committee of the Communist Party of China, and conscientiously implement the “three major positioning” new mission and “five solid” new requirements entrusted to Guangxi by General Secretary Xi Jinping… The key point is to fully promote poverty reduction and rural revitalization… Strengthen ecological and environmental protection and restoration and cross-border cooperation… Radiate an important engine driving the development of the surrounding economy, a model area for stabilizing borders, and a demonstration area for ecological civilization construction… and point out that the overall planning and construction of the experimental zone must comply with relevant planning requirements such as land space planning, urban overall planning, environmental protection planning, and comprehensive water resources planning, and strive to optimize the spatial layout, strictly protect the ecological environment, and Intensive use of resources.
To promote the comprehensive reform of agricultural water prices and promote agricultural water conservation and sustainable agricultural development is an inevitable requirement for adhering to the water conservation priority, spatial balance, system management, and two-handed approach to water management in the new era. It is in line with the comprehensive planning of water resources in the Baise Key Development and Opening Experimental Zone and the national requirements for strict economical and intensive use of resources. Tianyang District, Baise City, as one of the pilot areas for agricultural water price reform in Guangxi, bears the mission of pioneering and forming experience in the reform of comprehensive agricultural water price. The base uses integrated water and fertilizer technology and fertilizer delivery full-process fine fertilizer allocation scheme, and real-time growth data is uploaded to JJR smart agriculture cloud platform. In cooperation with the mango planting innovation team of Guangxi University, it is expected that the first batch of mangoes will be picked and listed by the end of June
