For a long time, the farmland water conservancy infrastructure in Tianyang has been weak, with insufficient operation and maintenance funds, inadequate management of agricultural water use, and an imperfect agricultural water price formation mechanism. This has led to extensive agricultural water use methods and difficulties in ensuring the sound operation of farmland water conservancy projects. In order to thoroughly implement the decision-making arrangements of the Party Central Committee regarding ensuring water security, deepen the pilot projects for comprehensive agricultural water price reform, and explore a replicable and easily promotable water price reform model in Guangxi, the pilot project for comprehensive agricultural water price reform in Tianyang, Baise, Guangxi came into being.。
The pilot project for comprehensive agricultural water price reform in Tianyang, Baise City, which was undertaken by JJR and started on March 23, 2020, innovatively utilized hardware devices independently developed by JJR, such as gateway concentrators, water meter controllers, and pump house information collection equipment. Combined with the system management software platform, an intelligent system was created to achieve functions like water rights verification and allocation to households, metered water charging for farmers, water rights transfer, and management of the irrigation water system. This has made the overall management and control of agricultural water consumption more precise and efficient, accumulating experience and laying the foundation for comprehensively promoting the comprehensive agricultural water price reform.

In the project area, scientific water-saving irrigation technologies and advanced production technologies integrating water, fertilizer and pesticide have been promoted. Water conservation and emission reduction have been achieved, the ecological environment pollution caused by fertilizers and pesticides has been reduced, the vegetation on barren slopes has been improved, the wetland area has increased, and the ecological environment of the irrigation area has been enhanced.
Promoting the comprehensive agricultural water price reform to facilitate agricultural water conservation and sustainable agricultural development is an inevitable requirement for adhering to the principles of giving priority to water conservation, maintaining spatial balance, conducting systematic governance and making efforts in both aspects. It is not only a practical need but also essential for long-term development. Jiejiarun designs reform plans according to local conditions. By taking into account factors such as local water resource conditions, planting structures, farming methods, economic development levels and water use habits, active exploration and innovation have been carried out to form a reform model suitable for local realities. Moreover, by applying information management means, accurate metering has been realized, facility-based water conservation, agronomic water conservation and management-based water conservation have been promoted, and labor and time savings as well well as output and income increases have been achieved.
